There are several methods people have come up with to make perfect circles but the product called Perfect Circles is the one I always use. Susan Brubaker Knapp, a quilt fiber artist, has a nice tutorial on her blog with great illustrations on how to use this product.

I will add a tip I learned from Elaine Walizer: After tracing around the circles, don't cut them out of the fabric. Leave them attached to the larger piece of fabric while you do the basting because it is easier to handle. And if you are making a lot of circles, baste them all and then cut out only what you need for the moment so they don't get misplaced.
